The Raleigh Engineers Club (REC) was founded in 1926. The club promotes the engineering profession by providing monthly, technically-oriented meetings and supports those pursuing a future in an engineering discipline. We also award an annual scholarship to a graduating Wake County high school senior with plans to enter the College of Engineering at NC State University. Our members have a diverse background of engineering disciplines and represent a wide range businesses and government agencies, in the Raleigh area.
The Raleigh Engineers Club has monthly mid-day meetings that cover engineering topics of interest to all types of engineers and people interested in engineering activities, regardless of discipline. The Raleigh Engineers Club is a NC Board of Registration for Engineers Certified Provider of Professional Development Hours (PDH credits) for licensed engineers. One meeting each year is dedicated to our scholarship award and an update from NCSU on College of Engineering enrollment and graduate data. Note that you do not need to be a licensed engineer or a graduate engineer to be a member!

Cape Fear Watershed Sedimentation Strategy: From Headwaters to Harbors
Joe Wagner, P.E., BCNE, BCEE
National Sediment Management & Dredging Lead
Black & Veatch
The presentation will cover a system-wide approach linking upstream reservoir dynamics to downstream sediment accumulation in Wilmington's Federal Channel. We will dive into the broken sediment budget, exploring how activities and decisions at Jordan Lake impact areas all the way down to Frying Pan Shoals. This will include discussions on estuary siltation and localized erosion. The presentation will also introduce a reservoir toolkit, which includes dredging, sluicing, flushing, and bypassing, with specific implications for timing, turbidity, and continuity in the Cape Fear region. Additionally, we will define Water Injection Dredging (WID) as a rapid, low-pressure method that mobilizes near-bed material using natural forces. An exciting case study from the North Carolina State Ports Authority (NCSPA) will highlight WID-Osprey operations, showcasing multi-year savings and reduced use of Dredged Material Management Areas. Finally, we will set near-term milestones and seek authorization for launching the pilot, governance, and open data initiatives for Cape Fear implementation.
Joe Wagner is a Senior Coastal Engineer & Biologist at Black & Veatch, where he leads the firm’s National Sediment Management & Dredging team. With over 24 years of experience, Joe specializes in developing integrated, system-based strategies that treat sediment as a resource to support long-term water infrastructure sustainability. His recent work centers on advancing sediment management practices that enhance navigation dredging and connectivity across the Southeast and beyond. Joe also serves as a lead for the ASCE-COPRI subcommittee on nautical depth and fluid mud, helping guide national standards and technical approaches for managing high-siltation waterways.
This program provides 1 PDH credit for licensed engineers.
SCHOLARSHIP DONATIONS
Our annual scholarship needs your support!! Each year, we award one semester of tuition using a competitive application process. It is given to a graduating Wake County high school senior choosing engineering as a career, with plans to attend NC State University, and has been accepted into NCSU’s College of Engineering. The success of our scholarship depends on your donations. If you would like to donate, you can do so through Eventbrite when registering for any meeting, at renewal time or any other time.
